在我国大力发展低碳交通的背景下,提出交通碳排放收费概念,并验证其改变居民出行方式、调整交通结构的可行性。依据LOGIT模型理论,利用成都市居民出行行为调查数据,建立不同碳排放收费费率条件下的居民出行方式选择模型,研究碳排放收费和居民出行方式选择之间的关系,分析不同碳排放收费费率条件下小汽车与公共交通的出行比例与转移趋势。结果表明,交通碳排放收费在改变居民出行方式选择、优化城市轨道交通结构和缓解城市交通碳排放污染方面有显著作用,为今后交通需求管理政策的制定提供了新思路。
Abstract:As low-carbon transportation is vigorously developing in our country, the concept of traffic carbon emission pricing is put forward, and the feasibility of changing resident trip mode and the traffic structure by the concept is verified. Using Logit model,the survey data of Chengdu resident trip are used to study the mode choice of residential trips under different carbon emission prices. The results show that carbon pricing has a significant impact on the mode choice of residential trips and therefore it can be used to optimize the structure of urban rail transit and alleviate the pollution of urban traffic. The paper provides a new idea for future development of traffic demand management policy.
