危险品运输网络优化能够降低网络风险,收费策略可有效降低危险品运输网络风险并保障运输企业利益。为使收费策略灵活性更强并准确反映出道路交通状况、人流状况的时变特性,将时变、费率构成、风险均衡及通过成本均衡同时考虑在内,基于时变收费策略建立了TV-HTTS双层规划模型,用于优化危险品运输网络;通过启发式算法及遗传算法求解模型,最后给出算例,并对结果进行比较分析。结果表明:时变收费策略将会影响危险品运输企业的运输决策,能进一步降低危险品运输网络总风险,同时降低危险品运输企业的总运输成本。
Abstract:The optimization of hazardous materials transportation network can reduce the network risk, and the tolling strategy can effectively reduce the risk of the transportation network of hazardous materials and protect the interests of transport enterprises. In order to make the charging strategy more flexible and to accurately reflect the time-varying characteristics of the traffic conditions and the stream of people conditions, The time-varying, rate structure, risk equilibrium, and cost balance are taken into account simultaneously based on the time-varying tolling strategy to establish a TV-HTTS bi-level programming model for optimizing the transportation network of hazardous materials. For both heuristic and genetic algorithm for solving the model, an example was given, and the results were compared. The results show that the time-varying tolling strategy will affect the transportation decision of hazardous materials transportation enterprises and may further reduce the total risk of the transportation network, thereby reducing the total transportation cost of hazardous materials for the transportation enterprises.
